He signed from Paris Saint-Germain on a free transfer last summer and has a clause in his contract to rejoin PSG for £10 million.
Several European clubs are keeping tabs on the PSV starlet but according to Voetbal International, Arsenal are currently the most concrete option on the market.
The versatile youngster could become a quality signing for any top European outfit.
But the Dutch outlet would charge an enormous fee for Simons in the summer.
Even though PSG has a buy-back clause, Simons would not consider a return to the French capital at this stage.
‘It is a clause between me and PSV. Not between me and Paris Saint-Germain,’ Simons said earlier this season.
‘To be honest, it’s not in my head to leave. I’m settled here, I feel good here. You can also see that on the field I think.
‘I came here on a free transfer, so I have no obligations to anyone. I’m the one who has to make the choice.
