Lyon president Jean-Michel Aulas is holding out for £55m to sell the Brazilian midfielder.
As per the reports of CBS Sports, the Gunners believe they can persuade Paqueta to join them.
Lyon understands that the 24-year-old wants to seek a new challenge. He scored nine goals and registered six assists in 35 Ligue 1 appearances last season.
